National Taiwan University Special Education Student Funding Subsidy Regulations

I. Basis
This subsidy is established in accordance with the following regulations:
- Article 11 of the Enforcement Rules of the Special Education Act
- Article 12 of the Regulations on Support Services for Special Education Students
- Article 4 of the Ministry of Education's Guidelines for Subsidizing Higher Education Institutions in Enrolling and Supporting Special Education Students
II. Purpose
To assist special education students at NTU in their learning by providing financial support.
III. Eligibility
Students who:
- Hold a valid higher education special education assessment certificate issued by the Ministry of Education’s Special Education Student Assessment and Counseling Committee.
- Possess a valid NTU student ID.
IV. Subsidy Items
- Assistant Service Fees – For note-taking, real-time transcription, textbook scanning/conversion/correction, reading assistance, Braille transcription, and other support for learning and campus adaptation.
- Tutoring Hourly Fees – For academic tutoring in enrolled courses to enhance learning effectiveness.
- Materials & Consumables Expenses – For educational supplies necessary for learning.
V. Scope of Services
1. Assistant Service Fees
- Covers note-taking, real-time transcription, textbook scanning/conversion/correction, reading assistance, Braille transcription, and other support for learning and campus adaptation.
- Services must be aligned with the specific needs of the student’s disability category.
2. Tutoring Hourly Fees
- Applicable only to courses enrolled in the current semester.
- Includes foreign language courses required for graduation.
- Graduate students outside the above two categories must provide an explanation from their advisor.
3. Materials & Consumables Expenses
- Covers essential educational materials such as photocopying fees, stationery, voice recorders, batteries, computer accessories, and other learning-related electronic devices.
- Cannot be used to purchase personal books, textbooks, or daily necessities.
VI. Qualifications of Service Providers
1. Assistants
- NTU students willing to assist special education students.
- Non-NTU students must provide proof of assistant training.
2. Academic Tutors
- Must be either:
- The course instructor.
- A student who has previously taken the same course and achieved at least a B grade.
- A student recommended by the department with a signed endorsement.
- Priority is given to NTU faculty and students. If no suitable candidates are found on campus, external tutors must provide a degree certificate or professional qualification document.
VII. Subsidy Standards
1. Assistant Service Fees
- 60 to 80 hours per semester, depending on the resource classroom’s budget allocation.
- Hourly wage follows the minimum wage announced by the Ministry of Labor.
2. Tutoring Hourly Fees
- NT$8,000 to NT$12,000 per semester, subject to budget allocation.
- Hourly rates are based on public university part-time faculty pay standards:
- Undergraduate students: NT$200/hour
- Graduate students: NT$300/hour
- Lecturers: NT$670/hour
- Assistant Professors: NT$735/hour
- Associate Professors: NT$795/hour
- Professors: NT$925/hour
3. Materials & Consumables Expenses
- NT$2,000 to NT$3,500 per semester, based on budget availability.
VIII. Application Process
- Announcement – The resource classroom will announce subsidy standards, required documents, application deadlines, and reimbursement procedures at the beginning of each semester.
- Application Submission – Eligible students must submit an application to their department within the deadline. Late applications will not be accepted.
- Approval Process – The department reviews applications before submitting them to the resource classroom for final approval.
- Labor Insurance – Departments must enroll assistants in labor insurance as required by the Labor Standards Act.
IX. Service Execution
1. Assistant Service Fees & Tutoring Hourly Fees
- Service hours must be recorded and accurately logged.
2. Materials & Consumables Expenses
- Departments handle the procurement and distribution of approved materials.
X. Reimbursement Process
1. Assistant Service Fees & Tutoring Hourly Fees
- After service completion, special education students must submit a service hours log within the resource classroom’s deadline.
- The department processes reimbursements and submits them to the resource classroom for review before final approval by the accounting office.
2. Materials & Consumables Expenses
- Departments complete purchases and submit reimbursement requests within the deadline.
- The resource classroom reviews and forwards requests to the accounting office for fund disbursement.
XI. Additional Notes
- If a special education student falsifies service hours or misuses funds, the department or resource classroom may request repayment.
- Matters not covered in these guidelines will be explained in announcements by the resource classroom.
- These regulations are implemented upon approval by the Resource Classroom Administrative Meeting and the Director’s approval. Amendments follow the same procedure.
