National Taiwan University Guidelines for Governing Special Education Subsidies

Purpose

The National Taiwan University Guidelines for Governing Special Education Subsidies (hereinafter referred to as “these guidelines”) have been established to assist and support students with special educational needs.

 

Eligibility

Students who have the special education evaluation and eligibility documents issued by the Ministry of Education, valid documents of proof issued by the College Admission Counseling Committee, and student ID cards issued by National Taiwan University.

 

Types of Subsidies

  • Hourly Wages of Assistants: Note-taking, transcribing audio course materials, textbooks scanning/converting/correcting, text-to-speech reading, braille-making and any other assistance that helps students adapt to university studies and campus life. 
  • Hourly Rates for Tutoring Sessions: Tutoring services provided for specific fields or courses to facilitate learning.
  • Fees for Teaching Materials and Consumable Supplies: Any teaching and consumable materials that are beneficial to learning.

Services

  • Hourly Wages of Assistants
  1. Assistants will provide services, such as note-taking, transcribing audio course materials, textbooks scanning/converting/correcting, text-to-speech reading, braille-making, and any other assistance that helps students adapt to university studies and campus life.
  2. The services provided shall suit students’ needs.
  • Hourly Rates for Tutoring Sessions
  1. Students shall only apply for the courses they have enrolled in the current semester.
  2. Compulsory foreign language courses for graduation requirements may also be applied.
  3. For graduate students to whom the two aforementioned conditions are not applicable, their needs shall be further specified by their thesis advisors.
  • ​​​​​​​Fees for Teaching Materials and Consumable Supplies
  1. ​​​​​​​The subsidy shall be used to cover costs and expenses related to teaching materials and consumable supplies, such as photocopying, printing, stationery, digital voice recorders, batteries, computer peripherals, and any electronic products that assist learning.
  2. The subsidy shall not be used to purchase books for personal use, textbooks, and daily supplies.

Qualifications of the Service Providers

  • Assistants
  1. National Taiwan University students who are willing to assist students with special educational needs.
  2. For students who are not registered at National Taiwan University, a training certificate of assistants is required.
  • Tutors
  1. Course instructors.
  2. Having taken an equivalent course with the same subject and received the grade of B or above.
  3. Students who have not taken an equivalent course with the same subject may be recommended by their departments/ graduate institutes. A recommender’s signature on the application form is required.
  4. Applications submitted by National Taiwan University students and faculty members shall be considered first. If it is hard to find qualified candidates through recruitment channels at National Taiwan University, the services may be provided by qualified professionals from other educational institutions. In this case, an academic certificate of related majors or a qualification certificate of related subjects is required.​​​​​​​

Subsidy Standards

  • Hourly Wages of Assistants
A subsidy of 60- to 80-hour wages of assistants may be provided each semester depending on the subsidy allocation situations of the Disability Support Services Office. The hourly wages will be paid in accordance with the minimum wage regulated and promulgated by the Ministry of Labor.
 
  • Hourly Rates for Tutoring Sessions
A subsidy of NT$8,000 up to NT$12,000 may be provided each semester depending on the subsidy allocation situations of the Disability Support Services Office. The hourly wages of tutors shall be paid in accordance with the Payment Standards of Hourly Rates of Part-time Teachers of Public Colleges and Universities: NT$200 for undergraduates, NT$300 for graduate students, NT$670 for lecturers, NT$735 for assistant professors, NT$795 for associate professors, and NT$925 for professors.
 
  • Fees for Teaching Materials and Consumable Supplies
​​​​​​​A subsidy of NT$2,000 up to NT$3,500 may be provided each semester depending on the subsidy allocation situations of the Disability Support Services Office.

Application Procedures

  • Announcement
At the beginning of each semester, the subsidy standards, required documents, and due dates will be announced on the website of the Disability Support Services Office.
 
  • Application
Students eligible for special education services shall complete and submit the application forms to their departments/ graduate institutes. Late submissions will not be accepted.
 
  • Approval
After each department/ graduate institute approves the application, the application shall be sent to the Disability Support Services Office for the second review, and approved by the director of the Disability Support Services Office for implementation.
 
  • Labor Insurance
Each department/graduate institute shall help service providers enroll in additional insurance programs in accordance with the Labor Standards Act.

 

Execution of Services

  • Hourly Wages of Assistants and Tutors
The number of service hours shall be recorded and reported truthfully.
 
  • Fees for Teaching Materials and Consumable Supplies
Teaching materials and consumable supplies shall be purchased and distributed by each department/ graduate institute.
 
 

Reimbursement

  • Hourly Wages of Assistants and Tutors
After the services are provided, special education students shall record the service hours and submit the record to their departments/ graduate institutes for reimbursement.The record shall be submitted to the Accounting Department for the allocation after being reviewed by the Disability Support Services Office.
 
  • Fees for Teaching Materials and Consumable Supplies
After each department/ graduate institute purchases teaching materials and consumable supplies, the expense shall be reimbursed prior to the due dates announced by National Taiwan University. The reimbursement application shall be submitted to the Accounting Department for allocation after being reviewed by the Disability Support Services Office.

Other Matters

  • If a special education student does not record or report the service hours truthfully, he or she shall return the subsidies after the incident is confirmed by the department/ graduate institute or the Disability Support Services Office.
  • In case of matters unspecified in these guidelines, announcements of the Disability Support Services Office shall apply.
  • These guidelines shall be implemented after being approved and amended by the administrative meeting and the director of the Disability Support Services.
